The focus is on districts like Dhubri, Morigaon, Barpeta, Nagaon, South Salmara-Mankachar, Rupahi, Dhing, and Jania—regions often cited for their proximity to the border and population changes.
Process:The application process involves multi-layered scrutiny, including security assessment, local verification, compliance with existing laws, and periodic review. The state will not provide firearms directly but will grant licenses, allowing eligible individuals to independently procure arms.

Official Justification: Chief Minister Himanta Biswa Sarma stated the move is intended to instill a sense of security among indigenous people facing threats from “illegal immigration and encroachment especially from across the Bangladesh border.” He holds that the Assamese people need tangible, practical security measures in lieu of relying solely on government-provided protection or political agitation.
Cabinet Approval:On May 28, 2025, a special scheme was approved for the targeted issuance of arms licenses to residents in these vulnerable localities.
How to Apply
1. Eligibility Verification:Applicants must establish their indigenous status and demonstrate a perceived threat, as assessed by local authorities or through district verification.
2. Document Submission:Required documents include proof of residence, age, police verification report, photographs, and other formalities as prescribed by the state and central arms regulations.
3.Security Assessment:The district administration and security agencies will vet applications before licenses are issued.
4. Periodic Review: Licensed individuals will be subject to regular reviews and must remain compliant with state and national laws.
